The Proposed rule issued by the Employee Benefits Security Administration (EBSA) broadens the criteria for new "Association" plans and the whole 26 pages discusses what the Association criteria are. What the rule does not address is preventive health care coverage and is not required to cover prevention for adults. I checked with the resources here at Missouri Foundation for Health to be sure - they concur that the 10 essential health benefits are not required but they must cover those with preexisting health conditions and preventive health care services for children up to the age of 26.
