I would like to share the attached Update on Health Care Reform from the AADE. This process health care reform process is now moving rapidly in the Senate toward an uncertain outcome which is likely to limit access of many people living with diabetes to self-management education, medical nutrition therapy, medical care diabetes testing supplies and medication including insulin. VT Dept of Health needs your patients’ help with obesity prevention TV ads : I think Diabetes Educators and clinicians who work with people would be perfect to receive this and then reach out one-one to their patients who they think might be willing to share their personal stories. Note: it’s not only success with weight loss that we are seeking, but more of the “moments” and “aha’s” that people had before they decided to participate in a workshop. The Vermont Department of Health is launching an obesity awareness campaign in September. We are looking for Vermonters to be featured in our TV ads. Medicare Reduces Diabetes Test Supplies Reimbursement CMS plan to reduce reimbursement for diabetes test strips by 72% by July 1 st , 2013. The reimbursement to pharmacies for 100 test strips will be reduced to $22.47. Currently 100 name brand test strips cost pharmacies in the area of $54.00. It is expected that less pharmacies will opt to bill Medicare B for these supplies due to less than cost reimbursement. From Priscilla Carpenter, who has been tracking issues pertaining to Act 59: "Act 59 should not deprive Health Educators of Educational opportunities" as it is now doing. Legislators in Franklin County, Lynn Dickinson and Brian Savage have introduced the House Bill #278 to amend Act 59. In the meantime, AADE has forwarded the following statement to VTADE; "VT Health Care Professionals may attend pharmaceutical sponsored events at all AADE conferences "if" there is not a pharmaceutical product-marketing focus . So, if Act 59 remains, this would exclude us from such events as Corporate Symposiums or Product Theaters at the Annual AADE conference. ...

The issue of licensure has been brought to the table for several reasons: 1. Currently DIabetes Educators do not have a legal SOP which in the case of medicare has prevented CDE's from being approved providers for DSME 2. The number of people with diabetes is expected to grow exponentially and there is a need for qualified diabetes educators to provide diabetes education and ensure the safety of these patients. 3. The Green Mountain Care board has been meeting regularly to craft what Vermont Healthcare exchanges will look like. A baseline program has been chosen which is the BCBS Blue Care program. All plan in the bronze, silver, gold and platinum categories of the healthcare exchange system must include 10 essential health benefits. In January the plans will be sent to the Governor to begin budgeting and by January 2014 it will go into effect. Cultural Competence. At the Annual VTADE Flagship meeting (9/2012) a participant reported that she used a younger family member for translation with her non-English speaking clients. This is not a practice that is supported in the literature or by ADA law. If it is a hospital based practice we are legally responsible to provide an interpreter. Use of a family member may not be reliable and we would have no way of knowing this if we do not know what is being translated.
